In addition to being big, the galaxy is also old. There have been numerous spacefarers that ruled the galaxy far before humanity even made its first thoughts. Many have fallen to the ages, but a few still remain, but as shadows of their former glory. These Fallen Empires are the last remnants of their ancient cultures and contain themselves to their home planets hoarding their wealth and knowledge from the comparatively more primitive species of the galaxy. While this has secured their long term existence and security from enemies, their populations have become decadent and stagnant in their peaceful isolationism, so while they are the most advanced peoples in the galaxy, technological and social progress is almost none existant. It's only a matter of time before a young empire rises to challenge them, unless one of them reawakens their old potential.
So which of these will the story start in?
The Tsaakari Shard: Remnant of a militaristic empire that collapsed to rebellions. They're extremely isolationist and any species that treks too close to their borders is killed on sight.
The Ikarsuni Achivists: Founded by a long gone empire to preserve ancient knowledge for the future, specifically to prepare the galaxy for the return of a calamity that destroyed their old empire. Almost all of their population is cybernetically modified.
The Zaan Forerunners: The most open of the fallen empires. Dedicated to researching and cataloging the various aliens of the galaxy, similar to how a scientist researches insects or animals.
The Sharak Continuity: the truly enigmatic Fallen Empire, the Ancient Caretakers are the remnant of a great conflict in the galactic history. They have been part of something called the 'Custodian Project', an initiative to construct and maintain a number of ringworlds as a refuge for biological sapients fleeing some unknown menace. Although their aging and increasingly faulty programming makes them the most unpredictable of the fallen empires.
