Theoretically, all Academy graduates who trained as infiltrators go to work exclusively for the Kingdom. After all, the Kingdom subsidizes the Heroes' Academy, so all graduates should benefit the Kingdom, either directly or indirectly.

Trained infiltrators are of great use to the Kingdom. Infiltrators are not only trained to break into any vault anywhere, they are also trained to reach those vaults by any means necessary. It's one of the reason infiltrators are trained in crossbow use. Modified crossbows are used to launch grappling hooks with ropes attached to them.
Having people who can break into the secret places of enemies both foreign and domestic can be of great benefit to the Kingdom.
Of course, the professional infiltrator can often find more financially rewarding opportunities working for parties other than the Kingdom, including themselves.
The thing is, the Kingdom frowns on Academy trained infiltrators working for anyone but the Kingdom. Infiltrators who do so are declared Enemies of the King.
So as a recently graduated infiltrator, are you going to go work for the Kingdom, or try to become independent?
