As Dumbledore crashed to the ground underneath the Astronomy Tower and died a wave of magic was released. As Albus had always stood for the rights of everyone in the public eye he had a secret. Not liking how sexually active the Magical World was he had long ago discovered a ritual that suppressed most Magical Beings libidos. Some like those of the Prewett and Weasley line had some immunity but others such as the Malfoy line had been so suppressed that they had to be forced to have sex and produce an Heir to the family.
With the man's death, the ritual was broken letting everyone feel the need to repopulate the Magical World which thanks to the spell had been on a steady decline. The magic not only effected pure magical humans but also semi-magical humans like Argus Filch and the Dursley family who were all Squibs.
