The villain giggled to himself as he stood in Mayor Haggar's office, clad in a police uniform, listening to the Mayor detail his plans to improve Metro City's safety. He'd inserted himself into the force, knowing that things would start soon, and he could manipulate his way into getting the booty he wanted. All he had to do was wait for the call.
In a way, he felt bad for Mayor Haggar. To lose your daughter to a kidnapper, either him or the Mad Gear Gang, had to be frightening. And he respected the fact that he was willing to go out and beat the shit out of any villain who touched his baby Jessica. (He was definitely going to recruit Haggar after this was over.)
And then the call came...
The villain watched as Haggar's expression turned to fear, then righteous anger as Damned made his threats to the mayor. "FUCK YOU!" Haggar snarled. "I'll beat up every punk in this city if I have to! I'll never bow to the Mad Gear Gang! And I won't let you hurt my daughter!"
He slammed the phone down... and began crying, fear for his daughter sinking in. But almost immediately he began to calm down, readying himself for battle. This was the villain's opportunity. This is where he could change the story...
