At Palisades' insistence, Carl is meeting the ":dragoness" at a French style outdoor café on the edge of the city district known as Little Saigon. Little Saigon is an enclave of a shopping and dining districts owned by expatriate Vietnamese and their descendants.
The café itself, though casual in dress, is also known as one of the best bakeries in the city, and is owned and run by descendants of a Vietnamese couple who came to America just prior to the fall of Saigon.
Carl knows about the café because he's bought many an éclair there. What he doesn't know is that the café and all the buildings around it are owned by the Hàng Rào Group Limited, which is wholly owned by Palisades. Palisades draconic nature is a secret collectively known by the business owners in Little Saigon. Since Palisades prefers to move about the area as a normal person, and treats her tenants fairly, no one pushes it.
When Carl sees Palisades waiting for him at an outdoor table, he is absolutely stunned. With her long dark hair, enticing figure, flawless skin and angelic face, she is easily the most beautiful woman he has ever seen, much less met. Carl had been sure Palisades' picture had been photoshopped. Instead, he saw that it had not done her justice.
Carl was now faced with a quandary. He was still convinced that Palisades was not really a dragoness in human form. But he was also convinced that Palisades was hotter than any woman he could get under normal circumstances. So does he try to date Palisades for real, and ignore what he considers her delusional claim? Or does Carl go on with his original mission, and try to debunk Palisades' claim?
