Shrunken Kara 'Danvers'

Now this may be a slight exaggeration but it seems like all or at the very least most of the main villains seem to know Supergirl's identity, what I want to know is why they never use it for something, not so much attacking the building but doing something that would stop her interfering with their plans, they know where she is when not in a cape after all.

This idea is that someone sends Kara a package while at work, which when she opens it, shrinks her and locks away most of her powers (her durability remains because ultra fragile isn't that much fun). She has said before that Kara Danvers is a normal human and now she is... if by normal you means shrunken in your place of work with difficulty getting help from Alex or the DEO.
