Dr. Vockorov was your typical German-America scientist once upon a time.
A top researcher in genetics, metabolics and certain other medical fields.
His work was so good and promising that it wasn't a huge surprise when the government enlisted him for a few years. Unfortunately some research had hit a snag and the government decided to shut him down and consficate his research. Now Dr. Vockorov was by no means violent however the stresses under the military watch and them taking large portions of his work had driven him mad.
He did reconstruction on himself to be unrecognized when he fled government custody after being
"Temporarily placed on inactive civilian duty"
It seemed his disguise was working that is until a young lab assistant betrayed him so that he could take off with the research for his own uses though what those were remained to be seen.

2 years later Karl Moonford now 20 and still a genius had finished what he and the now executed Dr Vickorov had started. It helped Karl had so perfectly framed the Doctor in his faked murder and death. Though cloning did not interest Karl much the Doctor's own research had helped in plotting his downfall.
Now as a result Karl with a little facial reconstruction and his hair dyed blond was a free 5'7 man with blue eyes who had completed a ray of sorts.
His motives still unclear to the limited number of people involved it was still a marvel.
