Back before the war, the United States Military was using one rather unassuming three story red-brick office building for something more, sinister. After the government bought the basement from the buildings owner, they went to work right away, making a secret lab for the development of weapons to be used for the pacification of suspected Chinese spies. It was a remarkable success, it made everything under the sun that could be used for non-lethal take downs. Knockout gas, bean bag guns, electromagnetic webbing, all of it was tested and produced in the lab. But the facilities director wanted something else. They wanted something that would, after just one dose, subdue someone's mind to the point where, even if they're body is able to flee, their brain doesn't want to. This dream brought about project 'care' a project that aimed to make a serum that, when administered...
