Option 1: Perhaps the rules of decency for women have been reversed. Because of this, all the women walk around in skimpy costumes as if they are wearing everyday clothes while their everyday clothes are considered skimpy. In extreme cases, shy women would wear only a g-string while women with no sense of decency would wear dresses that completely obscures their bodies.
As a side effect, women in this universe cannot physically age past their physical peak. Their minds can still age and they can still be afflicted by diseases associated with age.
Option 2: Men and women have swapped reproductive systems and all associated things. For example, Hinata would be flat-chested, wear boxers as her underwear and have a penis and testicles while Naruto would have breasts, a vagina, ovaries and a womb so he could get pregnant while having a bra and panties as underwear.
