Who ends up shrinking Ned and why?

Is it Cersei Baratheon in retaliation for Ned attempting to reveal the truth about Joffrey's birth? Perhaps she could shrink him to lock him away from the world in order to toy with.

Could it be Catelyn Stark trying to gain control over her husband or to protect him from the potential horrors of Kings Landing? Hell, the Stark girls could also find out too.
