I mean, have you seen the technology they have over there? No, it's not wildly advanced, but... well, it's one of those things you have to see to understand, I guess. Oh, examples? Let me see...
Picture a large group of people walking down a city center. Okay, keep that image in your head. Now, imagine if most of the people were cyborgs. Oh, will you drop the anti-aug crap already? Yes, I understand that your country forbids augmentation, but Cesatar doesn't, so you can take it up with them! Yes, most of them are Transhumanists. No, I don't see what that has to do with anything.
More examples? Well, there's the Voice. What is it? Oh, er, let me remember the term the ambassador used... Ah, that was it! A Technological Singularity with strong governmental and military ties! Hm? Oh, yes, a Singularity is when you transplant your mind into a machine-

Alright then, let's have a look at these questions...
Yes, they have government funded militias. Yes, they have an army of fifty million during peacetime. No, they haven't gone to war with anyone... yet. Yes, genetic engineering and manipulation are common. Yes, that is what their flag looks like. Yes, I do find the Speakers creepy. No, I am not in favour of submitting a proposal to the World Assembly that would make augmentation illegal worldwide. You realise that almost three quarters of Cesatarians - almost one and a half billion people - are augmented, right?
