A sissy poodle balloon suit

You wake up feeling dazed after your hangover last night.You open your eyes slowly and get up, for some reason you can only stand on all fours, "what the-" you think as you get up, when you stand, you feels like you are standing on two balloons, your head is also encased in something but you don't know what, it feels soft and balloon like, like latex, you look down to see your hands and arms are encased in some kind of inflated suit, you look down the rest of your body and see that's also encased in this wierd balloon suit "what is this?!" you try and say, but all that comes out is, an "ARF!" sound, you try saying some other things but only barks, growls and whimpers come out, whatever this suit was was altering your speech.
