Hancock saw two ways of joining the straw hat pirates. One was by forming an alliance between each of their pirate groups. The other was by swapping places with one of her rivals on Luffy's ship so that she'd already be a member. Both these ideas appealed to her.
For the first one, she'd have both her rivals in one place so she could torment them in various ways. She could rub the love she and Luffy would have in their faces. She could destroy them both in spars to make them realize how pathetic they were. If she could get Luffy infatuated enough in her, or better yet, if she swapped them with some of their enemies, she could even get away with squashing them beneath her feet like the bugs they were.
On the other hand, if she swapped places with one of those same female members, she wouldn't even need to resort to that. Luffy would think they were old friends and shipmate from the beginning and she'd only have one rival to worry about. And since this wouldn't require allying the straw hats and the Kuja, Amazon Lily would remain safe from the government. She could even use the exchanger to make the warriors on her island and ship stronger. Swapping enemy devil fruit powers over to them wouldn't be too hard, and she could even make it so the swimming curse remains with the original owners. Then if the government does betray them, they'd be ready.
But who to swap with? During their trip to impel down, Luffy had told her about each of those two's personalities. Based on what she remembered of them, Nami seemed to be the more mischievous of the two. Not to mention she'd been there since nearly the start of Luffy's adventure, so she was the closest to him. So if she chose to swap with the navigator, she'd be more likely to win Luffy's heart.
That said, she'd have to wait until the two years were up. She wanted to spend as much time near Luffy as possible. And with her new power, courtesy of Kaido, she now had a way to get even closer to him. Surely, Rayleigh wouldn't mind the strongest woman in the world acting as Luffy's sparring partner, right.
