The article starts by detailing the first ever meeting conducted between humans and monsters. The meeting was conducted shortly after the initial contact between the monster and the human world. On the human's side there were representatives of every country present, and the monsters each had a single member of their respective species represent them. Initially both sides acknowledged that considering the monster's size related to humans, accidents were bound to happen. As such, a law was passed that would offer general protection to monsters that have accidents involving humans, as long as it happened in a mainly monster area.
The aforementioned law was extremely vague at best and very easy to abuse. All a monster had to do in order to classify a deadly encounter with a human as an "accident" was to walk up to a policeman or policewoman monster and say something along the lines of: "Oh, i only accidentally stomped on him repeatedly!" or "I swear i didn't mean to sit on him and grind him into a red pulp!". During the most recent meeting the human delegates highlighted the fact that the law was often abused, they even bough up several cases in which a human reported an accident to a monster police officer, and in turn the officer simply gobbled up said human and pleaded innocence via the accident law.
The monsters acknowledged the widespread abuse of the law and both sides started a discussing in order to come up with a better solution. At first the werewolf representative suggested that monsters be allowed to eat humans under conditions of "extreme hunger". The proposition was backed up by the Wendigo and Sphinx representative, but it was quickly shot down by the vast majority of human and monster representatives. In the end both sides agreed that a monster should be held accountable for any form of harm they cause to a human.
