Katniss went into the living room and got some rope that she hid behind the couch. She walked back to Prim's room and proceeded to tie up Prims arms to the top of the bed. When she was done, she looked at her work of art. Little, tired, and helpless Prim being tied up and ready for a ticklish armpit session.
Katniss brought her finger up to the sensitive skin and gently stoked the ticklish flesh of Prim. After about 3 seconds of gentle tickling, Prim's arms were slightly tugging on the rope and her face had a big giggly smile. So she went a little bit faster, causing prim to slightly jerk her body from left to right and let out little cute giggles.
Okay, enough of that. Let's get a little more intense., She thought to herself.

Katniss scraped her fingernails all over both armpits, and Prim immediately woke up and turned into a giggly mess.

"K-katnisshshssss, w-whahahat arhere youhoho dohohoing?" Prim giggled.

"Oh, you were so helpless and vulderable, and I couldn't resist not hearing you giggle on a day like this!" Katniss cheerfully explained

"Kahahatniss Ihaha'mhm rehehahally tireherd pleaheheessstohahop!" Prim laughed

"Ohh but we're just getting started" Katniss said, as she started to tickle extremely fast and vigerously on Prim's sensitive armpits.

"NONONOOHOHOHO KAAAHAHHTNISISISISSHEAOAOHAHAAHEHEHEEH STAHHAHAHAAHHP TIHICKLHIHIHNG MEHEHEHE!!!!"

"Hmmm, maybe..."
