During the training days for the Hunger Games, Cato had been eyeing and judging everyone on who to kill. After spying on everyone vigorously, he decided to target Peeta. The first thing he learned from his district is to intimidate and bully the opponent before the games with your strength and other things.
After training was done, the tributes had personal time for 10 hours to explore the hotel and it's surroundings. When everybody left, Peeta was behind talking to an instructor, so Caro quickly hid outside the door for his attack. Then, Peeta was heading out the door, as soon as he did, he was tackled by Cato. Cato quickly felt gassy somehow, and decided his torture. So he quickly blindfolded and gagged Peeta and dragged him to..
