"Oh wait one more thing before I can test out these rules of mine", Harry Potter states and then writes two more rules;

Rule 12: Harry Potter is Hogwarts Official Female Inspector and when ever he tells a girl that its time for an inspection they must stop what they are doing and do whatever he tells them to do for their inspection or face any punishment he decides.
Rule 13: while Harry Potter is conducting an inspection no one is to bother him and/or the person being inspected

"Now that's done who should I test out the rules on as there are a lot of hot girls in the school."
