How about this: Maybe their clothes don't change at all, but their minds do, so that they all think that they HAVE swapped clothes? Meaning that they all believe that their usual clothes, (which they are wearing), really belongs to someone else, making them all feel uncomfortable wearing their own clothes, (which they all think is someone elses clothes), and only feeling comfortable when they are wearing someone elses clothes, (which they all think is their own clothes), despite any differences in the size of the clothes, or otherwise.
For example; if Chopper and Nami believe that they have swapped clothes with each other, then Nami will believe that Chopper's clothes are really her clothes, (even though those clothes are much too small for her to wear properly), while Chopper would belive that Nami's clothes are really his clothes, (even though those clothes are much too big for him to wear properly), but they will want to switch clothes anyway, because they still think that they are wearing each others clothes.
