She is stopped before she can make it

It was a long way to Twilights place from Fluttershys' cottage, doubly so for a foal who couldn’t fly yet and had to take literal baby steps. So by the time Fluttershy had entered Ponyville she was hot, tired, and upset. Basically a cranky foal who had missed their nap.

Add to that was that seeing a foal wander around town was unusual, especially when they didn’t have a diaper on so Shy was spotted almost immediately once she entered town.

The only question was who found her first.
