Dragonair family

You dive underwater and watch the blue serpentine pokemon slither around you as you watch them slide around playfully. You are entranced by their movements and you cannot understand their intentions, but they seem to croon in sync as you can hear their telepathic voices.
"Join us in the water, it is so much fun!" says the youngest Drantini as his mother Dragonair nuzzles his side. You want to join them in their play, but then the mother of the Dragonair clan starts to glow and before your very eyes, she turns into an anthro-Dragonair, almost like a mermaid with a Dragonair tail.
"Are you evolving?" you ask her.
