Ino Yamanaka was a girl who knew what she wanted. Where most people were indecisive, she was certain and to the point. So when she saw Naruto Uzumaki, dead last shinobi of Konoha, beat Neji Hyuuga, prodigy of the Hyuuga clan, she made up her mind: she wanted Naruto.
Him beating Neji proved that he had come a long way since the academy but that wasn't the only reason she desired her fellow blond. Naruto had character: once you looked beyond the surface it was easy to see he was determined, dedicated to his friends and rather sweet if his treatment of Sakura was anything to go by. It was all of that that swayed her attention away from Sasuke.
Sure the Uchiha was skilled and even handsome, but he never looked anyone's way. Sasuke seemed dedicated to closing himself off from others. No matter how many passes she or even Sakura made, Sasuke never took those advances seriously. So when deciding between continuning to pursue Sasuke or go after Naruto, a person who was actually pretty friendly, it became a no-brainer.
Now all she had to do was get Naruto's attention away from Sakura. Ino knew Naruto liked ramen to an almost obsessive degree. She could learn to cook. Ramen really wasn't that hard and she knew plenty of herbs and various plants that she could add to it to really make it special. Or she could just start buying Naruto lunch. Yeah it would take a bit out her wallet but upon the realization that she really didn't need to go to such extreme measures to get Naruto's attention like makeup and such, she could redirect her money to getting her man much more directly.
