Bob decided that he'd have a better chance if he worked with his brother Cecil who shared his grudge against Bart Simpson and to a less extent the other Simpson’s. They had a pre arranged meeting place that they would meet if Bob ever escape from jail and soon enough Bob managed to hot wire a car and drive out to it. It was a remote pool near a sewage outlet from the power plant where Homer had found the dead body of Mr Smithers father all those years ago but today it was a place for Bob and Cecil to meet up.
Bob parked his stolen truck at the side of the road then touched it and imagined it turning into a toy version of itself. It quickly shrunk down until it was the size of a kid’s toy and then Bob picked it up and pocketed it. "Well well. I guess I'll never have to worry about parking again." He said to himself smugly and then set off into the woods. Before long he arrives at the area where Cecil should be and sure enough his brother emerges from the woods to greet him. "Bob. You finally escaped from prison. What took you so long?" Cecil says as Bob looks at him and rolls his eyes. "Very funny Cecil. Now are you interested in helping me nail that brat Bart Simpson and his meddling sister Lisa or not?" Bob asks. "Well actually brother its funny you should mention that because I was hoping to talk you out of that very course of action." Cecil replies. "WHAT? But Cecil I need my revenge! You ended up in jail too because of those meddling kids!" Bob says becoming irate. Cecil just sighs and responds "Bob. Going after Bart right away is what the police will be expecting you to do. They'll set a trap for you then unload so many bullets into you it makes the gun fight at the okey coral look like reasonable use of force. Surely even you can see that?" Bob rubs his chin for a moment and says "Yes. You may have a point. That is what they would expect me to do. Go to the boys house or school to get revenge on him. There has to be another way." Cecil shakes his head. "I doubt it Bob. I doubt Marge could allow her two older children out of her sight until you are caught or she believes you are a long way away and no threat." Bob replies "Well there must be SOME way of nailing those brats. We just need a plan. A diversion of an opportune moment when they'll be away from home or school and vulnerable. Or I could use my powers in some way."
The brothers continue discussing the problem of how to get to Bart and Lisa for revenge and eventually come up with several plans.
1: Hack into the government computer system and send the police in Springfield a false report that Sideshow Bob has been sighted in a city in South America. Maybe the cops will stop protecting Bart if they think Bob has fled the country.
2: Wait for Bart and Lisa to go on a school trip or wait for the Simpson's to go on holiday then ambush them.
3: Bob and Cecil exploit Bob's powers to disguise themselves at police and then get close to Bart and his sister.
