He grins and softly advises you "They alas can only be put on voluntarily, if you force the ring onto someones hand the magic simply wont work"

You laugh and shake your head "Hmm that limits their usefulness significantly for either revenge or experimentation as I assume both parties have to be willing participants in the swap?"

The proprietor gave you a sly look and raised an eyebrow "That's not what I said, you can of course trick people into a swap"

You rub your fingers through your long black beard and give him a curious look "How so?"

He lent forward and conspiratorially answered in a soft whisper "One or both parties to the transaction might view the ring as a gift and voluntarily put it on unaware of its power, ignorance does not weaken its magic only force does"

You chuckle loudly thinking of some enemies you might like to give the ring too. As revenge plots unfold in your wicked mind you give the proprietor a feral grin "So do the two wearers need to be in close proximity to one another?"

He proprietor rubs his greasy hands with pleasure aware of your apparent interest "Well sir...
