I'm not sure that's part of the phrase we use out loud. But if you follow the successful people, they generally learned the rules first, applied them, and then broke them.
It's not like people just write incomplete sentences. Usually the book is filled with complete sentences, and a master of the craft will know when something else is needed. It's the amateurs, the ones just beginning, who haven't figured out why something is a rule that break it to a lesser effect. Or sometimes, that's just the learning pile we needed to sift through.
