It's perfectly legitimate to take that into account, because you're right, this gang is in part a recruiting pitch. But Will is also looking for advantages for himself. After all, the pitch isn't going to work if the gang of minions doesn't do something for him.
So, it's up to you to decide what kind of weight to put onto which parts of the equation. It might be a good idea to keep an eye cocked toward what kind of partners, and who, are going to be recruited. But, equally, you can start with the assumption that the gang of duplicates need to be good and advantageous, and only after that's assured, worry about getting the right partners.
