You are absolutely correct. Written with a 5th grade vocabulary does not mean aimed at 5th graders. You are also right about specific newspapers that target a well defined audience will vary. I am only referring to works that are targeted for the general public. In fact the average 5th grader has over 20,000 root words in their vocabulary.
