I've been pondering this for a while, myself! I think of it this way... I never enjoyed Columbo (seriously!) because everything was given to me. I saw the murder happen, so it was a matter of watching the hunched, rag-tag comedian of a detective sort out what I already knew. It frustrated me because yelling at the Zenith didn't make him move any faster.
But, I was always IN LOVE with mysteries such as Midsummer Murders and Morse because we usually came upon the crime after the fact, or with such vagueness, that it was a challenge to find out the truth, and many times, I had missed a clue, or even found a clue everyone ELSE missed, and it changed the way I thought the story would end up!
I suppose it isn't so much where the story springs from, but rather, how that stepping off point is handled, in my humble opinion.
