Indeed, we've considered this since the day we opened the public reviewing system. But...

We don't entirely agree that the author of a work is in the best place to judge a review from the community perspective. In fact, we tend to feel that those who give honest feedback, pointing out mistakes, giving well rounded review and less than perfect ratings are less likely to receive credits from a large portion of authors... in comparison to those who send nothing but praise and high ratings.

There is also a lot to be said for making the effort... sort of like an essay test, in that there isn't a right or wrong answer, so long as you put in the time and effort. In this respect, as well, authors receiving the feedback are not always in the most unbiased position to make that judgement.

While we don't stop the author who receives a review from rewarding off the public review page, our goal is to make sure that the majority of rewarding of reviews comes from "3rd party" viewers of the reviews. So to keep things a little more fair in terms of review crediting, we feel the community overall can do a better job rewarding reviewers for the public crediting system than those directly in receipt of an individual review.
