The notecards are more for storyboarding. (I guess storyboarding is a type of outlining.)
They let you see the entire novel in one look, give you the ability to move or delete scenes to see if a different pacing or order might work a little better. If you have multiple POV's, they let you see if you've been ignoring a character's story for too long and all sorts of things like that. They can be used during the first draft, but in my mind, from how I've seen and heard about them being used, they are most beneficial during the later drafts when you're rewriting and trying to figure out what works and what doesn't.
